This is a prepaid Visa card that tries to accommodate everyone from those with difficulty opening checking accounts to those simply needing a place to store rainy day funds.

There is a small monthly charge to have this card, as well as an activation fee that is also just a few dollars. Other fees include ATM fees, a small percentage of each charge that is done internationally, a card replacement fee, and a small fee if the card is cancelled.
