By June 1990, Metro received permission from the Office of Thrift Supervision (OTS) to operate as a national bank. It was not until Robert L. Johnson acquired a 51% stake in Metro Bank from Worldwide Financial Services Inc. its parent company that Metro Bank changed its name to Urban Trust Bank.
